Queensland Government’s commitment to local procurement is being enhanced from 1 June with the introduction of Buy Queensland 2023 which includes commitments to decarbonisation and simplified tenders.
The government says, the latest evolution builds upon the achievements of its predecessor and seizes the procurement investment opportunity presented by the upcoming Brisbane 2032 Olympic and Paralympic Games.
The primary goals of Buy Queensland 2023 are to support the creation of high-quality local jobs, stimulate the Queensland economy, and establish a lasting legacy for both current and future generations of Queenslanders.
Scheduled to commence on 1 June 2023, Buy Queensland 2023 consists of two key components: the Queensland Procurement Strategy 2023 – Jobs, Economy, Legacy, Confidence (QPS 2023) and the Queensland Procurement Policy 2023 (QPP 2023).
In the six years since the launch of Buy Queensland in 2017, almost 70,000 Queensland registered businesses were awarded approximately $54.42 billion in procurement investment.
Buy Queensland 2023 “ushers in a new, evolved government procurement approach,” with key highlights including a simplifieid Local Benefits Test for significant procurement. A move to support a decarbonised economy with “Supply Chains of State Significance” is being established. This, the government, says will better support a capable and competitive Queensland manufacturing sector and local content.
A strengthened Queensland Government Supplier Code of Conduct 2023, “creating a culture of leading by example” will also be introduced.
What it means for suppliers
Buy Queensland 2023 aims to make it easier for suppliers by:
- enhancing quality and timeliness of information posted on the Queensland Government Forward Procurement Pipeline
- producing an action plan for making it easier to tender for government work through collaboration between key government and industry stakeholder groups
- requiring buyers to offer debriefs to all suppliers who have submitted tenders to help chances of winning future contracts
- requiring buyers to use plain language and only include relevant information in tendering and contractual documents.
The Government says Buy Queensland 2023 will be supported by a 3-year implementation program overseen by the Department of Energy and Public Works.
